Level 12 weapons can be upgraded from any level 11 weapons so it's recommended that Blessing Level +1 is used. Also upon ugprade failure, level 11 weapon will be destroyed so it's more even more recommended that Level +1 is used. You can only make weapons for your own class or sub-class.
Upgrade from level 11 to level 12 requires each of Borna, Janra, Shua, Jous, Red Honor and Blue Tears. In addition, upgrade of the grade of level 12 weapons will also require the same set of gems. There is an NPC in front of Nasa Altar that upgrades weapons.
Don't, I repeat DON'T bring your usual weapon with you, or you might just lose it - same rule is in order for both lvl 11 weapons and eonic ones.
